This Battery Plate from Tilta for the Blackmagic URSA Mini Pro is designed to be used in conjunction with the Tilta Camera Cage for the Blackmagic URSA Mini Pro. It allows you to use a V-mount battery to provide longer battery life for your camera and to power external accessories via the battery plate's D-Tap and DC power outputs.
You can mount the plate onto your 15mm LWS rod system with the 15mm LWS rod adapter. This adapter can be attached to the top or bottom of the plate to allow you to mount it in whatever orientation you please.
